NFL refs approve deal, ready for Sunday games

(AP) ? NFL officials ended their labor dispute with the league by approving a new eight-year contract with a 112-5 vote Saturday, then hustled off to the airport to get to work.

Next stop, stadiums around the country.

And, the officials hope, anonymity.

"The last Super Bowl that I worked, when we got in the locker room, I said, 'You know, the best thing about this game, nobody will remember who refereed this game,'" said Scott Green, president of the referees' association. "That's how we like to work."

The vote ended a labor spat that created three weeks of increasingly chaotic games run by replacement officials who drew criticism of everyone from the average fan to President Barack Obama.

"It was pretty much 'Come on in and vote,'" Green said. "We're going to talk football now. We're going to stop talking about CBAs and lockouts and now we're going to talk about rules and video and getting ourselves ready to work football games."

They may get ovations similar to the one bestowed on the crew that worked Thursday's Cleveland-Baltimore game with the tentative deal in place.

The referees met for about an hour and a half Friday night to go over the contract, then gathered for another 30 minutes Saturday morning before approving the contract.

"We are obviously pleased to hear it," NFL spokesman Greg Aiello said in an email to The Associated Press on Saturday.

Because they were aware of the financial parameters, most of the discussion by the referees involved non-economic issues such as year-round work and developmental squads, said Tim Millis, the association's executive director.

The deal came together quickly this week after an increasing chorus of complaints became impossible to ignore when a disputed touchdown call on the final play gave the Seattle Seahawks a victory over the Green Bay Packers on national television Monday night.

Many thought the ruling of a Seattle touchdown instead of a Green Bay interception was botched, and the labor dispute drew public comments from Obama and his Republican challenger Mitt Romney.

By late Wednesday, the sides had a contract calling for refs' salaries to increase from an average of $149,000 a year in 2011 to $173,000 in 2013, rising to $205,000 by 2019. The current defined benefit pension plan will remain in place for current officials through the 2016 season or until the official earns 20 years' service.

The defined benefit plan will then be frozen. Retirement benefits will be provided for new hires, and for all officials beginning in 2017, through a defined contribution.

Beginning with the 2013 season, the NFL will have the option to hire a number of officials to work year-round. The NFL also can retain additional officials for training and development and assign those officials to work games. The number of additional officials will be determined by the league.

The officials that worked Thursday's Ravens-Browns game were cheered from the moment they walked onto the field. The difference between the regular crew and replacements was clear. The officials kept the game in control, curtailing the chippy play and choppy pace that had marred the first three weeks of the regular season.

"I think the thing we're most proud of is the lesson that we all learned," Green said. "If you're going to be in a professional league, you've got top-notch coaches, you need professional officials as well."

Technology designed for use by astronauts works to save trapped miners

ScienceDaily (Sep. 28, 2012) ? A technology designed for use by astronauts in the hazardous environment of space has found a lifesaving use in another dangerous occupation, but this time on Earth, or rather under it: coal mining.

Paragon Space Development Corp. of Tucson, Ariz., is providing the air revitalization system it matured under a NASA Space Act Agreement to Mine Shield LLC of Lancaster, Ky., for use in its underground miner refuge chambers. These air-tight metal chambers are used by miners as lifesaving havens when trapped underground, providing air, water and food until rescued.

"This is a great example of NASA investment fostering entrepreneurial activity in other markets," said Phil McAlister, director of NASA's Commercial Spaceflight Development in Washington, D.C. "The technology was developed as part of an effort to stimulate the private sector to develop commercial space transportation concepts and enable capabilities for future commercial support of human spaceflight with U.S. taxpayer dollars and Paragon's private investment. The company then found another market for it, leading to the development of a new commercial product and service, which will help save the lives of American miners."

In 2010, NASA began to invest in the commercial sector's capability to support transport of crew to and from low Earth orbit. During this initiative through a Space Act Agreement, NASA invested approximately $1.5 million of American Recovery & Reinvestment Act of 2009 economic stimulus funds in Paragon to mature its air purifying system.

Astronaut survival in space depends on a continuous source of breathable air. Paragon improved its design, manufactured and tested an engineering development unit that controls carbon dioxide, humidity, trace contaminants, airborne particulates, air circulation and cooling. Key elements of this technology could play an important role in the life support systems for future deep space exploration missions.

"Our air revitalization system recycles the air by using a series of scrubbers, filters and catalysts that purify the air over and over again," said Taber MacCallum, chief executive officer of Paragon. "The fact that this system, which was developed for human space exploration, has other important applications here on Earth shows how NASA and space exploration energizes American innovation."

Paragon was approached by the U.S. Department of Labor's Mine Safety and Health Administration to see if the NASA-developed technology could be used to improve the safety and effectiveness of mine refuge chambers.

Voter registration problems widening in Florida

(AP) ? What first appeared to be an isolated problem in one Florida county has now spread statewide, with election officials in nine counties informing prosecutors or state election officials about questionable voter registration forms filled out on behalf of the Republican Party of Florida.

State Republican officials already have fired the vendor it had hired to register voters, and took the additional step of filing an election fraud complaint against the company, Strategic Allied Consulting, with state officials. That complaint was handed over Friday to state law-enforcement authorities.

A spokesman for Florida's GOP said the matter was being treated seriously.

"We are doing what we can to find out how broad the scope is," said Brian Burgess, the spokesman.

Florida is the battleground state where past election problems led to the chaotic recount that followed the 2000 presidential election.

The Florida Democratic Party called on the state to "revoke" the ability of state Republicans to continue to register voters while the investigation continues. Oct. 9 is the deadline to register to vote in the Nov. 6 presidential election.

"It is clear that the Republican Party of Florida does not have the institutional controls in place to be trusted as a third-party, voter registration organization," said Scott Arceneaux, executive director of the Florida Democratic Party.

The Republican Party of Florida has paid Strategic Allied Consulting more than $1.3 million, and the Republican National Committee used the group for work in Nevada, North Carolina, Colorado and Virginia.

The company said earlier this week that it was cooperating with elections officials in Florida. It initially said the suspect forms were turned in by one person, who has been fired.

"Strategic has a zero-tolerance policy for breaking the law," Fred Petti, a company attorney, said Thursday.

But late Friday the company put out a lengthy statement on its website and said that it was aware of questionable forms in other counties and that it confirmed in each of those counties that the problem was with "one individual." Strategic said it had more than 2,000 people working in the state of Florida.

Strategic insisted that it has "rigorous quality control measures" and it blamed the Republican Party of Florida for the decision by Republican National Committee to dump the company on Thursday.

"When the Republican Party of Florida chose to make likely libelous comments about our effort and stated that the Republican National Committee suggested us as the vendor, the RNC was put in the unenviable position of ending a long-term relationship for the sake of staying focused on the election," the company stated.

In Florida, it is a third-degree felony to "willfully submit" any false voter registration information, a crime punishable by up to five years in prison.

In recent years, Florida's Republican-controlled Legislature ? citing suspicious voter registration forms turned in by the Association of Community Organizations for Reform Now, or ACORN ? has cracked down on groups holding voter registration drives.

The League of Women Voters filed a federal lawsuit against some of the restrictions and Florida agreed earlier this month to drop a new requirement to turn in registration applications within 48 hours after they are signed. The state has reinstated a 10-day deadline.

The questionable forms tied to the Republican Party have showed up in South Florida, including Miami-Dade, as well as counties in southwest and northeast Florida as well as the Florida Panhandle.

Election officials in Escambia and Santa Rosa counties on Thursday handed over more than 100 suspect forms to local prosecutors. They did so days after officials in Palm Beach County also alerted prosecutors.

Ann Bodenstein, the elections supervisor for Santa Rosa County, said her staff started raising questions after an employee saw a form that changed the home address of a neighbor.

Paul Lux, election supervisor for Okaloosa County, said questionable forms in the Florida Panhandle appear to have all come from Strategic's effort based at the local Republican Party headquarters. He said his office has turned up dozens of suspect forms.

Lux said there have been forms that listed dead people and were either incomplete or illegible. He met with local prosecutors on Friday, but added that his staff was still going through hundreds of forms dropped off by Strategic employees.

Lux, who is a Republican, said he warned local party officials earlier this month when he first learned the company was paying people to register voters.

"I told them 'This is not going to end well,'" Lux said.

But Lux added that he did not blame the Republican Party of Florida.

"I can't place the blame on RPOF if they hired a firm and that firm wasn't following the rules they were given to follow," Lux said.

The state party filed the complaint against Strategic Allied Consulting with state election officials, who late Friday handed the case over to the Florida Department of Law Enforcement.

An FDLE spokeswoman said the agency would not automatically open a criminal investigation, but would review to see if there were "possible criminal acts."

Germany to make proposals to France on EADS-BAE merger

BERLIN (Reuters) - Germany will present France with a list of proposals concerning the planned merger of European aerospace group EADS and British defense contractor BAE Systems Plc , a German government source said on Friday.

The proposals, agreed by Chancellor Angela Merkel's office and the economy ministry, are aimed at preserving a balance of power between the two countries in a merged company, the source said.

France directly owns 15 percent of EADS, the maker of Airbus jets, and wants to retain its right to influence group strategy, currently conducted through a complex pact with 7.5-percent shareholder Lagardere .

In turn Germany is not a direct shareholder but sees the transaction as a chance to tighten its grip on a stake currently held by Daimler AG and a group of banks.

The German source gave no further details but his comments confirmed a report in Die Welt on Friday which also said Germany was ready to buy up the shares of Daimler and the banks via the state development bank KfW if France kept its own stake intact.

The merger to create the world's largest defense and aerospace company would dilute the influence of the French, German and Spanish governments in the company, prompting negotiations over their future roles.

The Financial Times Deutschland daily reported on Friday that Germany and France may try to secure a 27 percent combined shareholding in the new company, but said Britain was opposed.

The stake would create a shareholder counterweight with the power to block decisions by the management of the new company, the FTD said, citing sources familiar with the matter.

STATE INVOLVEMENT

The move could also prove a deal breaker since EADS boss Tom Enders has repeatedly said he wants to reduce state influence in a combined company and Britain and the United States remain wary of further state involvement.

The FTD said the idea enjoys French support, but France has so far proved unwilling to be pressured into trading concessions for the sake of a common position with Germany, given the mismatch of share holdings.

It was an open question whether Germany would approve such a proposal, the paper said, quoting industry sources.

The two countries should also each get a seat on the board of directors of the merged company, the FTD said.

German reservations over the merger include how to safeguard jobs and protect the new company from any future hostile takeover, according to a government document obtained by Reuters on Monday.

Last Saturday France and Germany agreed at a summit to "consult" on the merger talks, but French President Francois Hollande avoided pledging to create a common position between the two countries, despite earlier German hopes of a joint initiative.

On paper, the idea of a core 27 percent shareholding suggests France would buy Lagardere's 7.5 percent stake and the German government would take over all of Daimler's voting interest of 22.5 percent. This would leave each side with a diluted stake of 13.5 percent under the proposed merger terms.

But two European defense experts who asked not to be named said this would hit opposition from Britain and the United States and nobody has yet come forward to claim ownership of the scheme.

Instead EADS and BAE have said they will offer the governments of France, Germany and Britain a "special share" in the new company, allowing them to block any future hostile takeover, but are determined to prevent meddling in other management decisions.

The good news in the wake of last night?s very bad news at the end of the Packers-Seahawks game is that the NFL and the locked-out officials spent a fourth straight day negotiating on Tuesday.

The bad news in the wake of last night?s very bad news at the end of the Packers-Seahawks game is that the NFL doesn?t seem to recognize that it has gambled with the use of replacement officials ? and it has lost.

Per multiple reports (including one from Peter King of SI.com and one from Nancy Gay of FOXSports.com), the NFL has opted to stand firm on certain key issues.

First, the NFL wants a bench of replacements (they?ll need a better word than that) to serve as in-season understudies for officials who aren?t performing at an acceptable level.? King reports that the NFL won?t guarantee that the officials will work at least 15 games.

Second, the pension issue continues to prevent an agreement.? The league wants to change from a defined-benefit pension plan to a defined-contribution system.? The difference, per King, is roughly $3.3 million per year.? The officials don?t believe they should have to tighten belts at a time when the NFL continues to grow fat.

Third, the amount of the raise for the officials remains in dispute.? The officials want an eight-percent bump.? The NFL has offered an increase of 2.5 percent.? Again, the discrepancy comes from the fact that the officials believe that, as the league?s pie grows, their slice of it grows commensurately.

The NFL remains stubborn, oblivious (at least externally) to the fact that the performance of the replacement officials underscores the value of the regular officials, who operate far more efficiently and reliably in the crucible of 60,000 fans and foul-mouthed coaches and big, strong, fast players and millions of eyeballs.? The performance of the replacements demonstrates the value of the regulars, and yet the league refuses to relent.

As King explains it, the league wants to ?wrest back control of the officials? performance week to week in an NFL season.?? But the ritual of collective bargaining requires a party that wants something to give something.? It seems like the NFL wants plenty, and that the NFL likewise isn?t willing to bend.

Sure, a raise has been offered.? Why shouldn?t it be?? Everybody connected to the NFL is making more and more money.? The officials should get more and more, too, especially if the NFL wants to emerge from the talks with new powers.

When it comes to the power the NFL has amassed over player discipline, the league is quick to point out that the NFLPA has sacrificed those rights through collective bargaining.? Regardless of whether it makes sense for the league to have a bench of officials, the NFL has in past negotiations allowed the current system to emerge.? To change it, the NFL must make real concessions.

But the NFL doesn?t want to make real concessions.? The NFL never wants to make real concessions.? That?s fine, but the NFL can?t then pretend that everything is fine.

As King writes, ?Ihe NFL is willing to look at the dispute as something like a game of chess vs. a game of checkers.? The league believes that the short-term pain of a football nation up in arms will be worth it two to four years down the road if they can improve the overall quality of officiating by adding what would be a taxi squad of three additional crews.?

Or the NFL can acquire that right by paying for it.? Instead, the NFL is willing to alienate fans, anger players, and tarnish ?the shield? in order to get its way, hoping that half of the locked-out officials plus one eventually will vote to take the deal.

The NFL is taking us all for granted.? In the end, there?s a good chance the NFL is guessing right.? But that doesn?t make it right.

Best photo shot yet of Pluto from Earth

A ground-based telescope has snapped the sharpest image yet of Pluto and its moon Charon taken in visible light from Earth.

The Gemini North 8-meter telescope on Mauna Kea, Hawai'i captured the photo of the dwarf planet and its companion using a technique called reconstructive speckle imaging. The resulting image clearly shows the two bodies, which are nearly 3.7 billion miles (6 billion kilometers) from the sun ? about 40 times the distance between the sun and Earth.

The success of the photo, which Gemini officials unveiled Wednesday, suggests the method could be useful for imaging planets beyond our solar system as well, scientists say.

NASA's planet-hunting spacecraft Kepler surveys a vast swath of stars looking for dips in their brightness caused by planets passing in front of them. To confirm these planets, scientists rely on ground-based observatories. Reconstructive speckle imaging, which combines multiple snapshots of the same object to achieve sharper images, could be used to enhance Earth-bound telescopes' ability to spot Earth-like planets around other stars initially discovered by Kepler.

"This is an enormous gain in the effort under way to confirm small Earth-size planets," study leader Steve Howell of the NASA Ames Research Center in California said in a statement.

Additionally, Pluto is of special interest to researchers now because NASA has already launched the first probe intended to study the body from up close. The New Horizons spacecraft lifted off in 2006 and is expected to arrive near Pluto in 2015. [ Pluto's 5 Moons Explained (Infographic) ]

"The Pluto-Charon result is of timely interest to those of us wanting to understand the orbital dynamics of this pair for the 2015 encounter by NASA's New Horizons spacecraft," Howell said.

To obtain the new photo, the Gemini telescope took many quick snapshots of Pluto and Charon. Scientists then compared the images, which were each exposed for about 1/20 of a second. While the light from the two planetary bodies stayed constant between frames, transient effects, such as the blurring from Earth's atmosphere, stood out and were subtracted, resulting in a super-crisp shot.

The resulting resolution is good enough to see a pair of car headlights in Providence, R.I., all the way from San Francisco.

The photo was taken using a special camera temporarily attached to the Gemini scope called the Differential Speckle Survey Instrument (DSSI).

"This was a fantastic opportunity to bring DSSI to Gemini North this past July," said research team member Elliott Horch of Southern Connecticut State University. "In just a little over half an hour of Pluto observations, collecting light with the large Gemini mirror, we obtained the best resolution ever with the DSSI instrument ?? it was stunning!"

When you paint interior rooms during a home improvement project, allow extra drying time if your house is new. Newer homes are usually built with extremely effective (nearly air-tight) separation between the interior and exterior. While this is an advantage for you as a homeowner in most situations, when you paint inside, your paint will take longer to dry than the paint manufacturer might claim.

Here is a home improvement for working with contractors! If you are having work done, be sure to inform the head of the crew if you are not happy! In the ideal world, everyone would understand and do exactly what you want, the way you want it done! If that is not the case, speak to the head of the crew! You are paying the bills, and you are in charge. If you aren?t happy, speak up. If things don?t work out with that contractor, there are lots of others to choose from.

Dirty ceiling vents can make your home look bad. You can purchase and install new ceiling vents, giving your home a cleaner and neater look.

If you are doing any home improvements on the roof of your home, make sure you wear the proper shoes so that you keep yourself safe. Many accidents in home improvements happen from people falling off their roofs. Be careful up there by wearing the right shoes and tie yourself off whenever possible.

When wanting to make a living out of home improvement, it is important that you have great people skills. If you do not have great people skills, when dealing with your clients it is very likely that you would lose quite a few jobs. It is better to be a people person, and make the money you want!

Begin the installation of your new kitchen cabinets by drawing a horizontal benchmark line around the perimeter of your entire kitchen. This level line will provide a reference point for you to measure from when installing your wall and base cabinets. Your benchmark line should begin at the highest point of your floor.

New wallpaper can transform a room. Before you add wallpaper, you need to find out what type of wall is under the existing wallpaper. Usually walls are either drywall or plaster smoothed over lath. You can figure out what kind of wall you are dealing with by feeling the wall, plaster is harder, smoother, and colder than drywall. You can also try tapping the wall, drywall sounds hollow while plaster does not.

Smoke detectors are required for safety in your home. Many homes only put them in certain areas. You can increase the safety in your home, by installing additional detectors in places like bathrooms, kitchens and basements. These areas can sometimes be overlooked, though prone to fires as much or more than the rest of the house.

Soak your hands in salad oil after completing an oil painting job. The oil will help release the paint from where it has splattered on your hands. Salad oil smells better and is a lot safer than the typical cleanup choices of mineral spirits or kerosene.

When getting ready to prime a room that is going to be painted, have your primer tinted so that it is the same color as the paint you are using. The primer will still do its job, but instead of needing three coats of paint, your walls will require only two.

Removing wall paper is something that may sound easy, but it actually takes some skill. You need to know what type of wallpaper you need to remove, and what type of wall you have. Based on the wallpaper you have, you then either need to dry-strip it or soak it and scrape it off. Make sure you do your research to determine what needs be done.

In summary, there are some obvious ideas that have been tested over time, as well as some newer techniques that you may not have considered. Hopefully, as long as you follow what we suggest in this article, you can either get started with your home improvement project or improve on what you have already done.

TiVo settles lawsuit against Verizon for $250.4M

Verizon will pay Tivo Inc. at least $250.4 million to license its digital video recording technology and settle a patent lawsuit.

It is the third settlement that Tivo has garnered in recent patent cases. At the heart of the cases, Tivo has alleged that companies have copied its DVR technology. The company's string of settlements "bodes well for its future litigation," said Alan Gould, an analyst with Evercore, in a research note.

Tivo, based in Alviso, Calif., is set to go to trial in patent lawsuits over DVRs made by Google Inc.'s Motorola unit and Cisco Systems Inc. next year. Gould reiterated his "Overweight" rating on shares with a $13 price target.

News of the settlement sent Tivo's stock up 41 cents, or 4.2 percent, to $9.96 in midday trading after rising as high as $10.45 earlier in the session. The stock traded at a 52-week high of $12.37 in late March.

Shares of New York-based Verizon Communications Inc. fell 6 cents to $45.58.

The two companies agreed to dismiss all pending litigation. They had been scheduled to go to trial in October.

The deal with Verizon is the latest in a string of patent settlements for TiVo, which developed the first commercially available DVR. The device made it easy for people to record programs and watch them later, skipping over ads.

Last year TiVo settled with satellite TV company Dish Network Corp. and its set-top box provider EchoStar Corp. for $500 million, and earlier this year resolved a lawsuit against AT&T Inc. for $215 million. The payments from those settlements are staggered over several years.

The company has said the settlements bring its operations closer to profitability. TiVo has posted an annual loss in eight of the past 10 years.

Under the settlement with Verizon, TiVo will get an initial cash payment of $100 million and quarterly payments totaling $150.4 million through July 2018.

Verizon will also pay monthly license fees through July 2018 for each of its DVR subscribers above a certain level.

If the companies work together on certain joint initiatives, $29.4 million of the payment would be subject to a credit.

The companies may also make Internet video services developed through Verizon's joint venture with video rental kiosk Redbox accessible through TiVo's DVRs.

A new multi-national survey reveals the extent of misconceptions about when is the right time to start taking action to prevent cardiovascular disease (CVD). In a four-country survey sample of 4,000 adults, 49 per cent answered age 30 years or older when asked at what age they believe people should start to take action about their heart health to prevent conditions such as heart disease and stroke. The fact is that CVD can affect people of all ages and population groups, and the risk begins early in life through unhealthy diets, lack of physical activity and exposure to tobacco. On World Heart Day, 29th September, the World Heart Federation is calling for people specifically mothers who are gatekeepers to the home to take action now to protect their own heart health, as well as that of their children and families to safeguard future generations.

"The fact is that good heart health starts from childhood. We have an opportunity to change the course of CVD and its global impact, by encouraging and supporting heart-healthy living from an early age. On World Heart Day, over 150 countries are joining together to encourage individuals, families, communities and governments to take action to reduce the risk of heart disease and stroke amongst women and children," said Professor Sidney C. Smith Jr, MD, President, World Heart Federation.

The new multi-national survey conducted in Brazil, India, UK and the USA by the World Heart Federation and supported by an unrestricted educational grant from Frdrique Constant, reveals that:

  • On average, people believe 32.2 years is the age to take action about their heart health
  • By this age, the average heart will have beaten 1.3 billion times, about half of its life expectancy
  • Only one-quarter (26 per cent) of mothers believe young people under 20 years need to take action
  • Men aged 40 years and over are most likely to think it's OK to delay taking action, believing an average age of 37.3 years is the time to start caring for heart health

CVD risk factors such as physical inactivity, unhealthy eating, overweight/obesity and tobacco use can have lifelong consequences for men, women and children. During foetal development, maternal malnutrition, both under- and over- nutrition, can increase the chances of developing future risk factors associated with CVD. Children who have a birth weight of less than 2.5 kilograms have approximately double the risk of dying prematurely from coronary heart disease.1 For expectant mothers, CVD can present a double burden protecting the heart health of their unborn child and protecting themselves against the risk of CVD, as heart disease is the world's number one killer, affecting 1 in 3 women worldwide.

So long, Verizon-exclusive NFL app: SiriusXM now streams NFL games

Had a pleasant surprise during Week 3 of the NFL season. (Never mind that the Steelers blew it by letting the Raiders within a half-mile of the end zone, with ol' Sea Bass on the sidelines.) SiriusXM is now streaming NFL games live online. And that means you also can listen to them on the SiriusXM Android application.

And that means I no longer need the NFL Mobile app, which only officially works on Verizon phones, to listen to games that aren't on TV. (And, yes, that means no cracked versions.)

I've never been a fan of such exclusives. Now, it doesn't matter. You will, however, need an extra app to keep up with the latest news and stats, but that's no big deal. OK, and you'll also need a subscription to SiriusXM. But kudos to to the company for getting this one done. Why didn't anyone tell me before now?

Former President Bill Clinton predicted that that an Obama victory in November would be an ?action-forcing? event that would prompt both parties to sit down and hash out their differences on the budget, the debt and taxes and would be good news for Republican Speaker of the House John Boehner.

?I expect the president to win and I think if he does, after this happens, then you will see the logjam beginning to break" in Congress, Clinton said on CNN?s Fareed Zakaria GPS. "I think it will strengthen the hand of, for example, Speaker Boehner, who would make an agreement if the most right wing of his caucus would let him.?

Clinton also had thoughts on Romney's "47 percent" comments, on U.S. foreign policy and on his wife's chances of running for president in 2016, in a pair of wide-ranging interviews on CNN and CBS on Sunday.

In both, Clinton addressed Congress and the pending lame-duck session. "I think you will see the gravitational forces on American politics pushing us toward an agreement on the budget and a number of other things," he said on CNN. On CBS?s Face the Nation, Clinton voiced similar thoughts, saying, ?Something has to change so that both parties see they have more to gain from doing than not doing.?

He said that ?the calculus of the Congress will change? due to Obama?s not having to run again. ?They?ll be facing this fiscal cliff," he said. ?It is doing exactly what it was intended to do: it will force them to concentrate and I believe there will be a lame-duck session of Congress in which they will either reach the beginnings of a budget deal or more likely agree to some sort of period of time to avoid the fiscal cliff and make the budget deal then. I think as soon as this election?s over the incentives for gridlock will go way down and the incentives for action will go way up.?

Sen. John McCain, R-Ariz., did not seem to share Clinton's optimism. ?Lame duck sessions don?t do very well,? McCain said on Bloomberg's Capitol Gains. ?They?re usually disasters.?

Clinton offered some insight on Mitt Romney's infamous "47 percent" comments. "I know a lot of higher-income people," he said on CBS, "a lot of whom help me do my work and they?re supporting Governor Romney. And a lot of people say things like that." He noted that Romney failed to point out that many of these same people who don?t pay federal income tax pay Social Security, state income taxes and sales tax.

On Iran, Clinton, noting that his wife is the U.S. Secretary of State, said that he needed to be "very careful" about what he said. "I think the president's desire to keep his public options open is the correct course at this time," he said on CNN. "I think when you say something in public, whatever it is, one or two things happen. When the people call you on what you said, you've either got do something about it and deal with perhaps unintended negative consequences, or you don't, and people think you're weaker. Better to have them wonder what you're going to do and communicate privately in more explicit terms."

Clinton also touched on the Israeli-Palestinian conflict, saying that he didn't think there would be ?a better government? to deal with than the current Palestinian government as it relates to Israel. ?I don't know when we're ever going to have a better Palestinian government to deal with than the one we have in the West Bank," he said on CNN. "The Hamas problem is Hamas's problem. But I think the United States should be involved.?

He also seemed to agree to a certain extent with Mitt Romney?s leaked comments this week that the United States role in the process was limited. ?It is accurate that the United States cannot make peace between the Israelis and the Palestinians,? he said. ?They have to do that. What we need to do is maximize the attractiveness of doing it and minimize the risks of doing it. We can do that.?

He added that he was optimistic on a resolution. "I believe that there'll be a new opportunity next year to reach an accommodation," he said.

Back on U.S. politics, Clinton was asked whether his wife, Secretary of State Hilary Clinton, will run for president in 2016. 'I have no earthly idea," he said.
